Is it really that shocking? If you look at his books of speeches, he's obviously been a far right conspiracy theorist for some time. His 'antiwar' stance throughout the 1980s usually relied on the theory that the US was deliberately funding its communist rivals in order to create the pretext for war, and thus further compromise the constitution, concentrate power in the federal government, and push further toward world government. This has always been his bread and meat.
