In many states, students have the legal right to opt out of tests. This is not "sticking your head out."

Amazing. I didn't know that. Is California one of them? Then how are such laws or policies worded?
Thinking about myself as a junior high and high school student, if I knew I didn't have to take a test----you can guess what I would do.
