[WS:] I do not think that is what Katz argued. He argued that crime is an interaction that has a certain narrative that the perp has to follow. He makes that argument quite explicit from the beginning of his book. Read p. 5 where he describes the escalation of abuse during interrogations of Vietnamese peasant by US soldiers. It is a piece of really good prose.

So following that argument, having access to weapons may create an interaction that leads to homicide, even if this is what the perp did not originally intended. From that pov, the "original intentions" do not matter that much.
