Would it be regarded as sexual harassment in the UK? Yes, I think so,
and we have laws about that sort of thing. In fact, I'm in the UK and
I'm regarding it as sexual harassment right now!

Perhaps he's one of those Brits who think that all Americans love the
British and their little eccentricities and thinks he can get away
with this sort of behaviour in the States. I very much doubt he could
get away with it on the other side of the pond. Either way, he's
insensitive and stupid.

I agree that the answer is no. There are very clear laws on sexual
harassment here

My conclusion: he is playing on American stereotypes of Brits to get
away with shit he could not pull in the UK
