Lately in Los Angeles County there's a trend of not bringing charges against people, particularly in drug cases, who would have been routinely charged a few years ago. They are taking the drugs and the money, but then not prosecuting the case. Tough on crime and lower taxes, two policies that have moved in lockstep for a long time, aren't working together so well now.
