Thanks, yes there it is on page 780 in my copy:

The next sentence is long where Marx talks about the rise of Bankocrats and 
ends with a reference to Bolingbroke, footnoted to Montesquieu quoted in 
French.

Pretty funny and pretty unfunny relevant.
