The Obama administration was examining how it could reject the pipeline without killing Keystone XL altogether, the Washington Post reported last week. Provisions to allow a new permit application were to be included in Wednesday's announcement, U.S. sources told media outlets

The states effected are Montana, South Dakota, Nebraska, Kansus and Oklahoma.. In the states south of Montana the main source of fresh water are wells

So, poison the well water, you kill agriculture and make the population sick. I think Congress rushed through the bill before the EPA had a chance to do an environmental impact study---provided the EPA hasn't been stacked with coporate types...

My guess is that Obama will stop the current proposal and leave the door open for further proposals. This gets the issue off the table and effectively delays a decision down the road.
