Solidarity seems to be the historical exception rather than the rule, when cooperation in extreme circumstances is recognized as essential to survival. When the necessity fades, the impulse does seem to be towards differentiation rather than solidarity - "the narcissism of small differences."
Or, as Kissinger slyly observed, "academic political debates are so heated because the stakes are so low".
