This is just a single instance of public-private partnership
(http://en.wikipedia.org/wiki/Public%E2%80%93private_partnership)
which is the foundation of neoliberalism.  It is the main vehicle for
the socialization of costs and privatization o publicly subsidized
profits.  A lot of people in the academia and business love it and for
a good reason - it is a wonderful cash cow, relatively risk-free.  The
worst thing that can happen to you is a slap on the wrist fine
representing a minuscule of your profits gained at the taxpayers'
expense.  This is the future of the capitalist system.
