Following is only one part of the thing. A lot of tweets are not aimed at followers but at the wider audience and they are accessed through standard searches of the use of tags.
Think of checking tags as people who know when and where the sultan will throw his coins and who are there when he does, regardless of the power relation they have with him.
Twitter can be seen more simply as a mini blog system too.
