There is a big casino right in the heart of downtown New Orleans. I've been there. It is as big as anything in Vegas or Atlantic City. Louisiana may be different from the rest of the South, but this is an empirical question, probably easily answered. In Illinois, and I think any other states, casinos are pushed onto river platforms.  Many states and municipalities are of two minds about legalized gambling that is not directly run by the state, such as the lottery, and river platforms are a way of having and containing casinos.
