I believe that's exactly the case. The young woman pictured is a high school student, not a factory worker. Viewers of the ad are encouraged to "Play the Missouri Lottery. Help Missouri Education." to fund her studies so she can become an educator, since, of course, funding them through progressive taxation alone is out of the question.
