S Secretary of State John Kerry has said that while he does not know the
particulars about allegations that the US bugged European Union offices,
countries involved in international affairs undertake different activities
to protect their national interests.

[WS:] I find it hard to believe that a low level employee like Snowden had
access to all this highly classified information. A more likely scenario is
a "deep throat" much higher up who is using Snowden as a mouthpiece or
possibly a diversion. It looks like somebody backstabbing the vast security
apparatus created by the Patriot Act. It would be interesting to know who
and for what reason.
