Which governs procedures within the congress. It allows the congress to exclude, from the journals that it must publish, sections that require secrecy. It governs only the legislative journal, and the power is that of congress over itself. Even if it were possible to infer a general right to prohibit publication of secrets (obviously, it never was) it would have been superseded by the First Amendment!
