Yesterday.
Wyden basically said "The NSA Director has denied that NSA has dozens or hundreds of millions of dossiers on US citizens, and I don't really know what a dossier is, so I want an Yes/No answer to the question: does NSA collect any type of data at all on millions of Americans?" ... and Clapper said no. Clapper goes on to talk about inadvertant collection, which is in the context of FISA.
Whatever, this is a stupid thread. I don't think that's perjury, but if Wyden thinks it is, let him initiate proceedings.

He starts his questioning and immediately Clapper is off into FISA land, which isn't related at all to Prism, which wasn't known publically about at the time (this was in March). I do not think it's reasonable to expect that a Senator is going to ask you about a classified program in a public hearing, especially when he starts his sentence with "I'm looking to get an unclassified answer to a question ..." and asks a question in the context of a completely different program.
