Since the this document was built using print conventions, they are designing navigation for the print reader, not the online PDF reader. The print readers would only have numbers on the page to tell which page they are on.
I didn't have any problem opening or navigating it, but I see the S shape Bill mentioned and, yeh, obnoxious.
