First, unlike the US Russia does not have death penalty and it is standard practice among no-death-penalty countries to refuse to extradite people who may face death penalty. Formal assurance that the person will not face death penalty is thus necessary for the extradition request to be considered.
But what that has to do with my argument about the mediating role of government in the relations between bosses and workers is beyond me.
