Blanket NSA surveillance is not analogous to this resource-heavy way of gathering eyewitness evidence. It is analogous to a camera recording all traffic at an intersection indiscriminately and then using the recordings to track down and prosecute violators, or, as it turns out, supposed violators, after the fact.
"As it turns out" because this is not hypothetical; these systems are going up all over, mainly as a form of revenue collection, not safety. Here is Gary Webb, in one of his last articles, on a system like this in Sacramento:
