The intelligence industry has always been at the crossroads of sources and methods. The tech guys invent stuff, and the people guys figure out how to use it. One thing that seems clear is that the technical breakthroughs over the years by NSA have been used in clever and inspired ways.
I think it's clear that this kind of thing is being done by NSA because no one else has a big enough budget. CIA gets all the novels written about them, but NSA's budget is, cough, much larger.
