The World Bank's per capita GDP data in current US dollars is here: http://data.worldbank.org/indicator/NY.GDP.PCAP.CD <http://data.worldbank.org/indicator/NY.GDP.PCAP.CD?page=>

The data says, almost all the post-Soviet or Eastern bloc nations grew faster than the US between 1990 and 2013, including Ukraine. (Note the data set starts in 1993 for Estonia, 1994 for Bosnia and 1997 for Serbia). Only Serbia, Tajikistan and Kyrgyz Rep grew slightly more slowly, but they still grew significantly.
