i'd rather put it: the nomenklatura plus the KGB. For "black marketeers" to amount to very much they needed to market substantial resources; and only nomenklatura figures had that sort of access. Plus, to accumulate the funds gained by their black-marketing and pay for importing black-market goods for the domestic market they needed access to the foreign accounts of the state banking system--accounts closely supervised by the foreign department of the KGB, one of whose luminaries was a certain Colonel Vladimir Putin.
