The name made me recall a California scandal involving Peter Navarro.
> • The first complaint that UCAN staff attorney David Peffer sent in March 2011 in which he lodges his allegations;
>
> • Exhibits Peffer submitted to UCAN’s board documenting an agreement for a documentary filmabout China by former UC San Diego economist Peter Navarro. UCAN received $1 million from an American steel company, Nucor, to have Navarro produce the documentary. Peffer says UCAN received little benefit from the arrangement other than a few copies of DVDs and a producer credit.
UCAN was a San Diego NGO working on utility issues — electric and telephone mostly. This looked to many like money laundering, that Nucor was funding Navarro’s film but Nucor/Navarro preferred to have that funding look as it came from a non-profit.
Not many details in this old news item. The URL is: http://www.voiceofsandiego.org/topics/science-environment/read-the-complaints-against-the-utility-watchdog/
As far as I recall not much was made about this re Navarro. There were other allegations and UCAN itself went through turmoil, replaced the Exec Director and survives with a diminished reputation.
