The Saudi energy and power industries are state owned. So are those of China, Norway, Venezuela et. al. Ownership makes no difference under either state-monopoly capitalism or monopoly-state capitalism. Only a regime of progressively-increasing point-of-extraction-or-importation taxes that makes energy from carbon uneconomic relative to renewable sources offers any present hope of reducing and ultimately eliminating carbon pollution before the atmosphere becomes completely lethal.
