I think it's important to keep in mind that a large number of temps are actually hired by corporations, not through temp agencies. These temps are in particularly bad positions to organize as they often are trying to get permanent jobs with benefits. Unionizing would put them in questionable positions. Last year, I even had a dificult time getting temp employees at LL Bean to sign an open letter to the CEO questioning the continued sale of Nike sneakers by a company that claims to be so in touch with labor, environment, etc., etc.
