Jerome Scott of Project South said at URPE camp in 1996 that in the run-up to the Olympics it was made a crime to walk across a parking lot in which you had no car. The point was to criminalize homelessness, and keep the unsightly off the streets for the tourists and the TV cameras. People were doing up to 6 months for this crime.
