To my knowledge Browing was a pistol, that is a weapon using the recoil
force to re-load, while revolver uses a rotating drum whose movement is
powered by human muscles (i.e pulling the trigger) - hence its name.  

But according to the book of citations I checked, the phrase was attributed
to various Nazi officials, but the only positive identification is Johst's
writings.
