Actually, I think this position, in the abstract and independently of what nation is advancing it, is a quite proper position for all those outside the "Nuclear Club." The WSJ among other great capitalist opinion shapers is fighting hard for the U.S. to maintain and expand its nuclear strike capacity. It can at least be argued that *anything* that limits U.S. power is a plus.

The U.S. *will* use nuclear weapons for relatively restricted purposes if it is not restrained by various kinds of threat (political, military, what have you). The first principle that all reformers *and* revolutionaries should never forget is the historical willingness of the U.S. ruling class to slaughter indiscriminately all who get in its way. There is no indication whatsoever that that willingness has changed in the least since the days of the first great American national slogan: The only good Indian is a dead Indian.
