OK, the Council was formed by Wall St bankers, lawyers, financiers, and others in the ruling class concerned by the Senate's rejection of the League of Nations back in the 20s. It's basically the thinking branch of the East Coast Establishment, the internationalist bunch. It publishes Foreign Affairs and has been a main recruiting ground for State Dept and CIA officials since the 1930s. There are a number of good books on it and some not-so-good ones as well. I used to know this stuff really well, back in the 80s,w hen I was doing a lot of antinuclear and disarmament work; with a little thought I could dredge up some of what I used to know.
