There is a website called "Windows Annoyances" that details all kinds 
of ways to fix Win95 from getting rid of the logo and splash screen to 
setting up and cleaning up the registry database so you can control 
the resources that various self-installation scripts have written.

which has a voluntary facility to upgrade and update weekly for minor 
bug fixes and additional application upgrades as they become
