To Impeach or Not To Impeach

As I vaguely recall, when Congress was preparing to impeach Nixon, some
members tried to introduce articles of impeachment that related to crimes
of Nixon's that were more historically significant than covering up a
political spying operation and break in. 

I think that it would be a good parlor game and probably something much
more useful to come up with a list of Clinton's more historically
significant crimes and put them in Starr-like form.
