(1) Yes -- I,m presuming on the passage of time, the end of the cold war, and NSA's extreme reluctance to appear in public (especially in a court of law). At times they delayed considerably before firing real screwballs because they were so terrified that anyone they fired might blab.
(2) Probably Adolfo would not approve.
