There are only two ways by which Free Trade can be introduced. The first is
to set up a world state like the European empire that Napoleon tried to
establish. The second is for countries to conclude commercial treaties. Care
must of course be taken not to conclude treaties by which one nation enjoys
the oysters while another has to be content with the shells. Commercial
treaties must give equal advantages to all the countries which sign them.
All countries must secure guarantees for the future survival and prosperity
of their industries. (Friedrich List, The Natural System of Political
