Schlesinger said that it will take three months to get ground troop deployed.
NATO brass are now saying that they had a ground troop contingency plan after
all. The Apache helicopters will take one month to get ready due to airport
inadequacies in Albania.  One thing the military operation is showing is that
NATO is not the efficient machine it claims to be.  The question was raised if
NATO can handle three simultaneous regional operations.
Clinton has just annouced a new miliatary Kenynesian tax examption to be
effective within 78 hours.
