New light on NATO motives?

I don't remember anybody commenting on this; my apologies if it has already been posted. According to Francisco Fernandez Buey, of the United Left coalition in Spain, Chapter VII of the Rambouillet accords, which the dirty Serbs refused to sign, has an appendix (B) whose 8th article says:

"El personal de la OTAN, con sus vehículos, navíos, aviones y equipamiento, deberá poder desplazarse, libremente y sin condiciones, por todo el territorio de la Federación de Repúblicas Yugoslavas, lo que incluye el acceso a su espacio aereo y a sus aguas territoriales. Se incluye también el derecho de dichas fuerzas a acampar, maniobrar y utilizar cualquier área o servicio necesario para el mantenimiento, adiestramiento y puesta en marcha de las operaciones de la OTAN".

"NATO personnel, with its vehicles, planes and equipment, must be able to move freely and unconditionally throughout the entire territory of the Yugoslav Federations, which includes access to its airspace and territorial waters. Such forces will also have the right to camp, manoeuvre and make use of any area or service deemed necessary for the maintenance, training and start-up of NATO operations".

In other words, the Rambouillet accord amounted to full military occupation of the entire Yugoslav territory by NATO.

Why would NATO want to occupy Yugoslavia? Is the desire to show the entire world what happens when you give Clinton the finger _that_ strong?
