Samuel Huntingdon made a name for himself by raising the "governability of democracy," which if you think about it could be seen as an oxymoron.

i need to nail down the origins of the phrase "crisis of democracy" for a piece i'm writing on the seattle events. i first read of it in conjunction with the '72 democratic presidential race; had it popped up as a quasi-official buzzword prior to that, to anyone's knowledge?
thanks.
