Giuliani's Commissioner of Welfare defending the plan to tell homeless people they have to go to shelters, or to jail.

"Whether it's a homeless person or someone who lives on Park Avenue, the same rules aply . . . . We're just simply not going to let children sleep on the streets."

Anotole France was correct. The law does forbid the rich and poor alike from stealing bread and begging and sleeping under bridges.
