I would recommend Michael Hudsom _Trade, Development and Foreign Debt _2
vols. Pluto Press, 1992.  Hudson discusses List, Hobson, Carey, Lenin
and a host of others in his explanation of divergence, convergence,
imperialism, protectionism and laissez faire in the international
economy. His historical approach is very valuable. A brilliant book. I
learned a lot from  Fredric Clairemont too.
