Yes. Rambouillet's occupation of all Yugoslavia is gone from yesterday's settlement; so is the referendum on Kosovo independence. Also, a contingent of Russian troops operating under separate (non-NATO) command will be there -- an idea the Serbs had floated back in Rambouillet. The only part that's worse than Ramb. from the Yugoslav perspective is that they'll only get to keep 1000 troops in Kosovo instead of 2500 -- not exactly devastating.
