Obviously, no politician is going to take a stand that will be viewed as being soft on crime. But, from what I understand the new language will be "tough and smart on crime " or "tough, yet smart on crime." The politicians in California and Oregon may already be using this phrase. Jeff

My suspicion is that policy makers know full well that the present rate of incarceration is irrational, but they have fanned the flames of fear and cannot suddenly claim that crime is no longer so threatening. --
