I disagree. Scumbags are attracted to power, and repelled by dissidency. I think the proportion of scumbags is an exponential function of the proximity of the given ideology to power. Accordingly, the US right is packked with them, while I haven't run across a single one of them in, say, this list. On the other hand, I am sure that there were plenty of Marxist Pete Petersons and Horowitzes in East Germany.
