Rolf Wiggershaus's tome _The Frankfurt School_ mentions Marcuse's OSS
tenure, and notes that John McCloy played a role in having Horkheimer
and the Institue for Social Research moved back to Frankfurt after the
war, but doesn't indicate any on-going involvement or funding of
Institute after that (as far as I can remember...at work, no books
handy).
