Bombing has always been primarily a terrorist action against the civilian population and a nation's infrastructure. Doug posted a long detailed account of U.S. bombing theory, from Billy Mitchell to the present, a few weeks ago.
Doug, perhaps you should repost that. It contained invaluable information.
