ps: what Tokyo governor calls Chinese and Korean foreigners here are in fact (for a big part) descendants of people who were taken here by force during the colonial expansion of Japan in both countries.

THE Governor of Tokyo yesterday warned Japanese troops to be prepared to protect citizens from foreign rioters if there is an earthquake in the capital.

Shintaro Ishihara: built his career on his tendency to say what he thinks even if it causes offence Mayor Shintaro Ishihara, who has a reputation for making controversial comments about other countries, said Japan's self-defence forces should be ready to combat lawlessness, especially by people from Taiwan and Korea.

Speaking to a Japanese army unit, Mr Ishihara used the derogatory slang term sangokujin to refer to people from both countries: "Atrocious crimes have been committed on many occasions by sangokujin and other foreigners. We can expect them to riot in the event of a disastrous earthquake." He said the police would need the help of the military to control the situation.

Mr Ishihara has built his political career on his tendency to say what he thinks even if it causes offence. Under Japanese law the Governor of Tokyo can request that the Prime Minister despatch troops to maintain public order. After the 1923 Tokyo earthquake, in which at least 97,000 people died, several thousand Koreans were killed by Japanese mobs because it was rumoured they had looted and set fire to buildings. The rumours were untrue.

Mr Ishihara has previously courted controversy by saying that accounts of the Nanking massacre in 1937-38 were highly exaggerated. Some 300,000 Chinese were slaughtered by the Japanese military. He also frequently uses shina, the derogatory Japanese term for China. He believes Japan has sovereignty over the disputed Senkaku Islands which Beijing and Taipei also claim.

Yoshiro Mori, the new Prime Minister, has also used the term shina since he came to power.
