Doug mentions: "Harvard University Kennedy School of Government Dean Joseph Nye writes in the IHT (p.8) meanwhile that information and international investment will not ridthe world of poverty. But technology and investment can help reduce poverty, when they are combined with sound government policies and help from institutions like the World Bank and the IMF. With responsible leadership and a healthy dose of imagination, globalization can help the poor achieve living standards that most citizens of industrialized countries take for granted."

In reference to what I just wrote about the China rally, Nye is the man who wrote a 1995 report (infamous in the Japanese left) for the Pentagon and State Dept. arguing that the US must maintain 100,000 troops in Asia for at least 20 more years. That is now official policy, and one of the key reasons for the policy (in addition to protecting us from the Chinese hordes) is to provide security for economic 'development' in Asia.
