This is a classic Clintonista neo-liberalism. Since the economic crisis produced by AIDS is a product of drug company product patents, protections and monopolies, then it is only logical to make loan funds available under the WB, which would authorize those loans on condition countries agree to abide by the same patent protections and monopolies that produced the economic burden in the first place.
It is the same sort of policy logic that acknowledges the middle class economic burden of a college education, and then instead of federal and state funding public education, the administration hands out tax credits and loans to subsidize these spiraling costs, extending and privatizing them in perpetuity.
