Nah, Canada and Australia are pretty civil societies. Also, the most mobile section of the US -- Angloid professionals -- have the lowest crime rates. On the other hand, the most destructive gangsters of all -- CEOS and global rentiers -- globe-hop all the time, so maybe there's something to your theory after all.
