What Cumings does in _The Roaring of the Cataract_ is to raise possibiliities--did Kim Il Sung plan and launch a massive attack? did Kim Il Sung begin a loimited operation to capture Ongjin and then get dizzy with success? Did Syngman Rhee launch an offensive in Ongjin in the hope that the Americans would then com eto his aid? Did Dean Acheson lay a trap for Kim Il Sung and Stalin by excluding Korea from the U.S. defensive perimeter?--and then refuse to choose between them...
