Milosevic stated that he would accept a peace keeping force comprised of UN
troops and the Russian military.  This was rejected outright by NATO (by
what right?).

How can the use of force be justified when other alternatives aren't even
investigated?  What about Appendix B in the Ramb. ultimatum?

Similar circumstances presented themselves at the beginning of the war
against Iraq.
