The lack of adequate global environmental metrics to complement the current
accounting mechanisms make claims of zero-sum or non-zero sum extremely
problematic. Also, it may be the case that some are thinking in terms of
the distribution of power that defines the terms of trade as zero-sum in the
way Dems.-Repugs. vying over seats in Congress is zero-sum until population
dynamics creates the need for more seats in the House; the Senate is
zero-sum.
