How fine-toothed was the comb supposed to be according to this argument? There was a lot of repression and hassle triggered by strictly local forces (such as a university dean, for example). Is it being claimed that this sort of thing was orchestrated from the center during the Nixon years? The pursuit of the Panthers certainly was, but how far did such activity go?
